This is a full transcode rather than a container swap, because MPEG-2 is not one of the codecs F4V carries. Every frame is decoded and re-encoded as H.264.
If the source has subtitles baked in as a separate track, they will not survive: F4V does not support embedded subtitle streams.
Alternate audio tracks are dropped, because F4V carries one audio stream where VOB allows several.
One practical gain here: F4V is streaming-friendly, so the converted file begins playing while it is still downloading.
Expect the bitrate to move from roughly 6.5 Mbps to about 6 Mbps at 1080p, and file size to follow.
