Because FLV supports H.264 just like MKV does, the video stream can be carried across without a quality-costing re-encode.
Embedded subtitle tracks will be lost. MKV can carry them inside the file; FLV has no place to store them, so export them separately first if you need them.
Only one audio track will be kept. MKV can hold several, for example alternate languages, but FLV supports a single track.
Anything above Full HD (1080p) will be downscaled, because that is the practical ceiling for FLV where MKV reaches 8K UHD.
FLV is built for streaming and progressive download, so the result starts playing before it has fully loaded, which the source format does not do well.
This page converts MKV video, stored in the Matroska container since 2002, into FLV, which uses Flash Video and dates from 2002. The codecs each container accepts decide whether the picture has to be re-encoded.
MKV comes from Matroska.org and dates to 2002. It usually holds H.264, H.265, VP9, or AV1 video with AAC, FLAC, Opus, AC-3, or DTS sound, and those streams set the ceiling for anything converted out of it.
FLV comes from Adobe (Macromedia) and dates to 2002. It holds H.264, Sorenson Spark, or VP6 video alongside AAC or MP3 audio, and every major platform needs a media player such as VLC to open it.
