This is a full transcode rather than a container swap, because MPEG-2 is not one of the codecs AVI carries. Every frame is decoded and re-encoded as MPEG-4 Part 2.
If the source has subtitles baked in as a separate track, they will not survive: AVI does not support embedded subtitle streams.
Resolution is capped by the target format. TS handles up to 4K UHD material, while AVI is designed for Full HD (1080p), so higher-resolution sources are scaled down.
Expect the bitrate to move from roughly 15 Mbps to about 7 Mbps at 1080p, and file size to follow.
