Note that MPEG-4 Part 14 does not imply one specific codec. It can wrap AAC-LC, HE-AAC, ALAC, so the compression behaviour of the result depends on the codec chosen rather than on the extension alone.
This conversion moves the file toward a different purpose: AAC suits streaming services, mobile playback, broadcast, whereas M4A is chosen for the Apple ecosystem, music libraries, audiobooks.
Tags do not transfer verbatim. AAC stores them as ID3v2 (limited in ADTS) while M4A uses MPEG-4 iTunes-style atoms, so titles and artwork are remapped and unusual custom fields may not survive.
