Both OGG and AAC are lossy, so this conversion decodes Vorbis and re-encodes it as AAC-LC. That second encode adds its own loss on top of the first. Choosing a higher bitrate, up to 256 kbps, keeps the damage small enough to be inaudible in most material.
If your source runs above 96 kHz, it will be resampled: AAC cannot store the 192 kHz that OGG allows.
