MP3 is already lossy, so converting to FLAC cannot restore detail that the original encoder discarded. What you gain is a format that survives further editing without stacking up more loss. Expect the file to grow from roughly 1.7 MB per minute to about 6 MB per minute, around 3.6 times larger.
The two formats are aimed at different jobs. MP3 is typically used for music libraries, podcasts, sharing with anyone, while FLAC is the usual pick for long-term archiving, audiophile listening, CD ripping. That difference in intent is what most of the specification gaps above come from.
Expect metadata to be rewritten rather than copied: ID3v2 in the source becomes Vorbis comments in the result. Standard fields map cleanly; niche custom tags often do not.
This page converts MP3 files, stored in the MPEG-1/2 Audio Layer III container since 1993, into FLAC, which uses FLAC and dates from 2001. The differences between the two containers decide what changes in the result.
MP3 comes from Fraunhofer IIS / MPEG and dates to 1993. It carries MP3, which is what determines the quality ceiling of anything you convert out of it.
FLAC was introduced by Xiph.Org Foundation in 2001. It carries FLAC and has native playback on 5 of six platform categories, which is the practical reason to choose it as a target.
