Both OGG and WMA are lossy, so this conversion decodes Vorbis and re-encodes it as WMA. That second encode adds its own loss on top of the first. Choosing a higher bitrate, up to 192 kbps, keeps the damage small enough to be inaudible in most material.
If your source runs above 48 kHz, it will be resampled: WMA cannot store the 192 kHz that OGG allows.
If the audio is a continuous mix, note that WMA does not preserve gapless boundaries the way OGG does, so you may hear a small gap between tracks.
