Only the soundtrack survives: the video stream is dropped, and the AAC audio inside the FLV file is re-encoded as PCM.
The size drop is dramatic because the video stream is where nearly all the data lives. A minute of FLV runs around 34 MB; the extracted WAV is roughly 21 MB per minute.
WAV is lossless, but the ceiling is the soundtrack already inside the video. That track is usually AAC, which is lossy, so WAV preserves it exactly rather than improving it.
This tool takes the audio track from inside a FLV file, a Flash Video container from 2002, and saves it on its own as WAV. Everything visual is left behind.
FLV comes from Adobe (Macromedia) and dates to 2002. It carries H.264, Sorenson Spark, VP6, which is what determines the quality ceiling of anything you convert out of it.
WAV was introduced by Microsoft / IBM in 1991. It carries PCM and has native playback on 5 of six platform categories, which is the practical reason to choose it as a target.
