This is a transcode, not a copy: AMR-NB is decoded and then re-encoded as Vorbis, and every re-encode costs a little quality. If the source was encoded at a low bitrate, encode the OGG file near 320 kbps so the second pass is not the bottleneck.
This conversion moves the file toward a different purpose: 3GP Audio suits voice recordings, phone recordings, low-bandwidth delivery, whereas OGG is chosen for game audio, open-source projects, web delivery.
Tags do not transfer verbatim. 3GP Audio stores them as 3GPP asset boxes while OGG uses Vorbis comments, so titles and artwork are remapped and unusual custom fields may not survive.
Converting 3GP Audio to OGG means moving audio out of the 3GPP (audio-only) container, introduced in 2001, and into Ogg, which arrived in 2000. The two were designed with different priorities, and that is what determines whether this conversion costs you quality, storage, or compatibility.
Developed by 3GPP in 2001, 3GP Audio stores audio using AMR-NB, AMR-WB, AAC-LC. That codec choice sets the upper bound on what any conversion can preserve.
OGG, from Xiph.Org Foundation and dating to 2000, uses Vorbis and plays natively on 1 of the six platform categories we track. That combination is usually why people convert into it.
